Our federal construction contracting course, and 100 free seats
Federal Construction Contracting: GSA, VA and DoW Work is a new video course from The Base Bid Academy on Udemy. Twenty lectures, about six and a half hours, in the order a federal project actually runs: registration and set-asides, the buyers at GSA, VA and the Department of War, delivery methods, IDIQs and task orders, capture, bidding and bonds, Davis-Bacon, contract administration and closeout.
The first 100 readers to enroll get it free with code BASEBIDREVIEW. After that, it's $14.99 with code BASEBIDLAUNCH through October 28. The first two lectures are free to watch either way.
If it helps you, an honest review on Udemy helps other contractors find it.

On September 25 GSA PBS issued the solicitation for its D.C. Metro Area multiple award indefinite delivery, indefinite quantity contract for construction services. It had been a presolicitation since September 10. Offers are due October 29 at 4:00 p.m. Eastern. The maximum ordering limit is $500 million across all task orders to all holders over five years, one base year and four one-year options, with no maximum per contractor and none per performance period. The general task order range is $350,000 to $10 million, under NAICS 236220 with a $45 million size standard. The geography is all of Washington, D.C.; Arlington, Fairfax and Loudoun counties and the independent cities of Alexandria, Fairfax and Falls Church in Virginia; and Montgomery and Prince George’s counties in Maryland, and GSA reserves the right to expand it.
The structure is the part worth reading twice. The procurement is a total small business set-aside with reserves. GSA intends to award approximately 18 contracts, including a target of 12 reserves — three each for 8(a), HUBZone, women-owned small business and service-disabled veteran-owned small business — while keeping the right to make more, fewer or no awards. On that target, two thirds of the seats sit in socioeconomic lanes and six are open to any small business. How the reserves are competed is not in the notice: GSA points to the solicitation document, which is the first thing to read if you hold one of those four certifications.
The stated scope reaches into laboratories, sensitive compartmented information facilities, high-security data centers and critical infrastructure control systems, alongside office renovation, mechanical, electrical and plumbing work, facades, roofs, elevator modernization and hazardous material abatement. Awards are anticipated in February 2027.
Three things to do before October 29
- 1 By Mon., Oct. 5 · 3:00 p.m. ET Register for the pre-proposal conference
The virtual conference is Tuesday, October 6 at 10:00 a.m. Eastern. Registration is required, and the link is attached to the notice.
- 2 This week Check your bonding
Evidence of bonding capacity is a go or no-go factor, at a stated minimum of $10 million per project. If you are short, you are out before anyone reads your experience.
- 3 Thu., Oct. 29 · 4:00 p.m. ET Build the experience file and submit
Award is highest technically rated with a fair and reasonable price. The non-price factors together are significantly more important than price, prior experience outweighs past performance, and GSA intends to award without negotiations.
Grade your PBS scorecard before the government does
GSA PBS is also planning a nationwide large construction IDIQ, and its RFI floats a self-scoring scorecard: one per zone, with every point you claim checked against your documents after proposals close. Our free kit loads the draft scorecard into an Excel grader that compares the points you claim with the points your evidence supports and shows the gap line by line. It comes with an evidence locker for every document a point needs.
It is free for subscribers. Enter your address on the kit page and we'll email it to you. When the final solicitation posts, you get the updated edition automatically.
A self-assessment aid, provided as is. You are responsible for reading the solicitation and every amendment and for checking every entry and result; the solicitation governs. Not affiliated with or endorsed by GSA.

This vehicle has carried the construction work at VA's Maryland, D.C. and West Virginia medical centers since 2023: a $18.6M kitchen upgrade at Martinsburg, a $15.8M building renovation at Huntington, a $13.8M switchgear replacement at Baltimore. About $28.5M has been ordered against it so far this fiscal year, and it stops taking orders in February 2028. The successor is already moving. On September 24 the same office posted a sources sought for a new construction MATOC covering eight medical centers — Baltimore, Loch Raven, Perry Point, the Washington DC VA Medical Center, Beckley, Clarksburg, Huntington and Martinsburg — with a ten-year base, aimed at service-disabled veteran-owned and veteran-owned small businesses. Responses are due October 30. This is the stage where the set-aside and the number of seats get decided, so a capable SDVOSB or VOSB should answer it, and everyone else should be deciding now whom to team with.

At 22 months from expiration this lease sits inside the window when GSA works with the tenant agency on its requirements — typically 18 to 24 months out. The agency decides whether it needs the same footprint, less space, a different layout, or a different building. GSA's engagement with the lessor usually follows at about 18 months, which puts it near February 2027. Every outcome is construction, and at this size a lot of it. If the agency stays, the owner reconfigures and builds out the space to keep it; if it moves, another building gets built out to receive it. On a succeeding lease the owner, not GSA, prices and buys that tenant improvement work — so the contractor who knows the owner before that conversation starts is the one in the room.
