Federal construction leads, before the team is picked

Sources sought notices, RFIs and solicitations from the Department of War, the Department of Veterans Affairs and GSA Public Buildings Service — plus the recompetes and lease expirations that tell you what is coming a year or more before it posts.

1. Early leads: sources sought, RFIs and pre-solicitations

This is the cheapest point to win federal construction work. The contracting office is still deciding how to buy — including whether to set the work aside for small business, 8(a), SDVOSB, HUBZone or WOSB firms. A capable response here can decide who is allowed to bid later.

3. Recompetes: the leads a year out

Most federal construction is ordered through multiple-award vehicles — USACE and AFCEC MATOCs, NAVFAC MACCs, GSA PBS and VA IDIQs — and the task orders go only to seat holders. When a vehicle reaches the end of its ordering period, the seats open again. 146 of them do within the next 12 months.

4. GSA lease expirations: tenant improvement leads

When a federal lease renews or the agency moves, somebody buys the build-out — and on a GSA lease that is usually the building owner, not the government. 1,555 federal leases across 50 states expire in the next 12 to 48 months.

Federal construction leads: common questions

What counts as a federal construction lead?

Any notice or signal that a federal buyer will pay for construction, repair, alteration or A/E work: a sources sought notice or RFI, a pre-solicitation, a solicitation, a task order under a multiple-award vehicle, a vehicle nearing the end of its ordering period, or a GSA lease that will need a build-out. The earlier the signal, the more a firm can do with it.

Where are federal construction opportunities posted?

Most federal contract actions expected to exceed $25,000 are publicized on SAM.gov, the government’s official contract opportunities site. Task orders under multiple-award IDIQs usually are not publicly posted — they go only to the firms holding seats — which is why knowing the vehicles, and their recompete dates, matters as much as watching the notices.

How do I get on a MATOC or MACC?

Only when it is competed or recompeted. Seats on a multiple-award construction contract are awarded at the start of the ordering period and rarely reopened, so the practical path is to watch the recompete calendar, respond to the sources sought notice that usually precedes the recompete, and team with a current seat holder in the meantime.

What is the difference between a sources sought notice and an RFI?

Both are market research and neither is a request for proposal. A sources sought notice mainly asks who is capable and what size and socioeconomic status they are, which drives the set-aside decision. An RFI usually asks for technical or pricing input on a draft requirement. Both are the cheapest point at which to influence an acquisition.
