In Washington, the federal construction money is being unwound, not spent

The buildable pipeline has moved to Maryland and to St. Elizabeths. What is left inside the District is disposition, consolidation and lease churn — which is still construction work, just bought by different people.

99federal leases in the region expiring within 4 years
14.0Mrentable square feet in play
30of them inside two years
43construction vehicles at capital-region offices

The capital region is the densest concentration of federal real estate in the country, and almost everything written about it is written for landlords. For a contractor the picture is different and, right now, unusual: the government is shedding space in the District faster than it is building there.

That is not the end of the work. A disposal moves an agency somewhere else, and somewhere else needs a fit-out. A consolidation means one building gets renovated and two get emptied. A lease that renews instead of relocating still buys a tenant improvement package — and on a federal lease, the building owner buys that work, not GSA. The contracting officer is not the customer; the landlord is.

Two structural things are worth knowing before reading any of the numbers below. First, PBS no longer runs the eleven-region structure that gave the capital its own regional commissioner — it is organized by business line now, with geographic zones drawn on judicial circuit boundaries. Second, "Region 11" and "National Capital Region" are still alive as contracting-office designations in the award data. The organization chart and the procurement data have come apart, and finding the right office is harder than it was a year ago.
