The accessible tier is not the bed towers. It is 422 minor construction projects at $7.7B and 1,050 non-recurring maintenance projects at $14.7B — the packages mid-size general contractors actually compete for.

Methodology
- Costs are VA estimates published in thousands and restated here in dollars.
- Project type follows VA’s own taxonomy: Major Const. (CFM-delivered, above the 38 U.S.C. 8104 threshold), Minor Const., NRM-IM, NRM-SUS, and Major/Minor Lease.
- The delivery-route column states who lets the work — VA CFM, the VISN, or a lessor — because that determines who a contractor actually has to reach.
Limits
- These are unfunded planning estimates. Not appropriations, not commitments.
- Costs are order-of-magnitude and routinely change before a project reaches solicitation.
- Some projects carry in the plan for years without moving.
- Nothing here is a VA determination or an official VA product.
