PBS Prospectus Tracker

Every capital investment and leasing prospectus GSA sent to Congress for FY2026 and FY2027, parsed from the source PDFs, with the full cost breakdown and the occupying agencies named by GSA itself.

Prospectus-level projects need approval from House Transportation and Infrastructure and Senate Environment and Public Works before GSA can obligate. They appear one to three years before any solicitation.

43 documents, $5.0B of requested project cost, with design, estimated construction cost and management-and-inspection split out where the source document states them.

Tenant agencies are populated here because the prospectus names them directly — this is GSA’s own disclosure, not a derived match.

The Custom House appears twice on purpose. Twelve of the 43 documents are resubmissions of an earlier request, and the Amended column marks them — check it before summing.

Methodology

  • Parsed from the source PDFs, one row per document, with the source file name retained so any figure can be traced back to the page it came from.
  • Blank cells mean the source document did not state the value in a parseable form. They are not zeros.
  • The FY2027 prospectus threshold is $4.109M for construction, alteration and lease projects and $2.055M for alterations in leased buildings.

Limits

  • Figures are as submitted. They are requests, not appropriations — committee approval and actual funding are separate events.
  • Amended prospectuses supersede an earlier submission. Check the Amended column before summing.
  • GSA has proposed raising the prospectus threshold to $75M. If that passes, far fewer projects would require a prospectus and this forward visibility would largely disappear.
